Thanks @Stuartyeates. (...delete my earlier confusion about timing...) I did seek help for my declined article. I posted on Articles for creation help desk. Then following a suggestion there, I went to WT:WIR and got a bunch of help. The article has now been improved and moved out of draft space into main: PLEXUS West Coast Women’s Press

See also footnote #2 at Leedell Wallace Neyland for how I do it as I think it is silly to link the first page again as that is already linked in the main URL so I only link the second page.
