Restoration of unsourced material is being treated as simple vandalism

- Policy is clear. Removing unsourced material is allowed, in fact encouraged. REinserting it after removal is disruptive. I'm not sure it's all the way to "abusive" unless it's a repeated pattern of behavior. That's not "throwing weight around", nor is it "advancing a content position".
