Restoration of unsourced material is being treated as simple vandalism

Policy is clear. Removing unsourced material is allowed, in fact encouraged. REinserting it after removal is disruptive. I'm not sure it's all the way to "abusive" unless it's a repeated pattern of behavior. That's not "throwing weight around", nor is it "advancing a content position".
