The Portland Bureau of Planning and Sustainability oversees the city’s climate goals, renewable energy and environmental planning, as well as its waste and recycling program.[3]

As of 2025, it is under the umbrella service area Community & Economic Development.[1]

In 2020, the bureau declared a climate emergency and implemented a five-year plan to address climate change.[4] By 2024 it had only achieved 4% of its goals, however most of the goals were listed as “in progress” or “on track,”[5] and it had invested significantly in carbon reduction, indoor air quality, and other markers of climate resilience during this period.[6]
