We require this information to verify that the image is legally usable on Wikipedia, and because most image licenses require giving credit to the image's creator.

[edit]Of course I will not unblock this account and the block was nothing to do with bad uploads. Did you actually read the message above? I am never sure how long autoblocks of IP addresses last but you should be able to create a new account by now. Permission for an image you've uploaded
[edit]It appears you're representing UNHOP. Normally, the UN doesn't release its things into the public domain (see commons:Commons:Deletion requests/File:2008 June Panel Discussion.jpg), but if you have authority from someone in the organization, you may be able to do so. As such, could you please read up on this template: commons:Template:Image permission? It gives instructions on proving that the organization released the image under that licenes.
