Thanks so much for your helpful and kind feedback. I understand the points you brought up. One question - in your last sentence "If resubmitted with substantial improvement, the draft may be rejected meaning it will no longer be considered" - did you mean "If resubmitted WITHOUT substantial improvement, the draft may be rejected..." ?
