Hi there! On Wikipedia, "vandalism" refers to "editing (or other behavior) deliberately intended to obstruct or defeat the project's purpose, which is to create a free encyclopedia" (WP:VANDAL). An WP:LTA has recently tripped edit filters targeting them on this IP. This LTA frequently resorts to arguments such as "this is a public IP" or "this is a shared library!" While it is unfortunate that this block may affect innocent users of IPs associated with libraries and universities in the San Jose area, non-LTA users may request accounts via WP:ACC.
