@HeaderLinguist: I found that Google Translate does a fair job of translating the article, within the usual limitations of machine translation. I wonder if you are thinking this article represents independent reporting and would be considered able to support notability. @HeaderLinguist: Non-English sources are allowed. Sometimes Google Translate does a good enough job to allow us to assess a source, but you have to make allowances for the imperfections of machine translation.
If you were wondering about the draft, I'd be most concerned that it contains statements that do not seem to be supported by any source. After you have conformed the draft to this basic requirement, it will be time to start considering the quality of the sources used.
