Seems like some problem with the first bullet point in WP:NOTIAR

For example, you cannot violate Wikipedia:No legal threats without being blocked — does it mean you can violate it after being blocked? Or, I am misunderstanding it? Lightbluerain (Talk💬 Contribs✏️) 07:27, 7 June 2022 (UTC)[reply]

I don’t think it’s trying to say that; just that one would get blocked if they violated that rule. One may be able to violate many rules on Wikipedia before or after being blocked, even if the circumstances do not warrant doing so, but that would almost certainly lead to further consequences. –Gluonz talk contribs 15:30, 23 January 2024 (UTC)[reply]

Change “"Ignore all rules" is not a Get Out of Jail Free card. If you are blocked or sanctioned for a rule-breaking edit that does not improve the encyclopedia, then you may not use "Ignore all rules" as a reason to be unblocked or unsanctioned.” to “"Ignore all rules" is not a Get Out of Jail Free card. If you are blocked or sanctioned for a rule-breaking action that does not improve the encyclopedia, then you may not use "Ignore all rules" as a reason to be unblocked or unsanctioned.” in the “What "Ignore all rules" does not mean” section because not all bad actions are edits.
