Requirements and procedure for obtaining French health pass

I am a Turk who was vaccinated a few months ago in Turkey (twice BioNTech-Pfizer). To stay in France I need a French health pass (pass sanitaire). I can't find any precise information on the requirements for getting one. I have a digital certificate provided by Turkey. There must be hundreds if not thousands of French expats who were vaccinated outside Europe facing the same question. Does anyone know where I can find specific concrete information about this? It seems that the French government is still working out a system on how to do this, and a lot of expats (and persons like you) are caught in the middle. There has been lots of media coverage of the issue (for example [1] and [2]) but no solution yet, as for now the pass can only be delivered to those who have been vaccinated in France. You can obtain a temporary one if you have a negative COVID-19 test, but it's only valid for 48 hours, which won't be of much help in your situation [3].
