User:AngusWOOF said that the draft had too many external links. Some of the external links have been removed, but there are still external links. The policy is that external links should be removed from an article body, not that external links should be removed from the article body when it is convenient, or that only blatantly promotional links should be removed.

In a previous decline, I said to discuss at Talk:Texas A&M University before resubmitting. This draft has been resubmitted without discussion at the parent article talk page and without an explanation on the talk page of this draft.
