I dont understand when I'm told that my sole purpose is for advertising / promotion. My name is Shanna Albert - I am J.F. Alberts daughter. My father died suddenly only after 12 days of being diagnosed with cancer on Dec 17, 2017. The link in question is the art dealer in Canada who houses the art. The page created with citations, was selling or advertising nothing. it is a person of interest a famous canadian artists. The page was stared in December, then I had my girlfriend help me get the wiki page up which was a dying wish. There is nothing illegal, immoral, violating about any of this. I don't understand how I could be blocked indefinitely and page taken down for what purpose. I can assure you that I own all images, documents and who I am. My fathes legacy and obituary and all the art he created and devoted to chairity. please help me. i can't understand this at all

Please accept my condolences on your loss. I do need to regretfully inform you(and I in no way mean to sound insensitive to your loss) that Wikipedia is not a memorial or other forum merely to tell the world about a loved one. If you just want to tell the world about your father, there are more appropriate forums to do so, like social media.
That said, your father could be notable as an artist(please review that link), especially if he was covered in independent reliable sources. Any article about him would need to only be based on those independent sources. Part of the issue that you initially created the article on a policy page, and then your user page, neither of which is article space. You took the text from the gallery's website, this would probably mean that the gallery owns the copyright and would need to release it. Images are usually owned by the photographer or gallery involved. If you own the copyright, there is a procedure to donate copyrighted materials at WP:DCP. i added/donated the media and copyrights to the pages as requested. i had a motorized letter emailed and uploaded that i own all content. I followed all rules, and even went as far to specifically cite every outside source.

why am i still being blocked, unable to update, edit, this seems very harsh considering I am contributing an article on a notable person who contributions of al his art to the portal. can you please help and tell me what am i possibly doing incorrectly? Its like no matter what i do I'm blocked even after each request is noted. Donations, copyrights, articles, third part, completely rewritten - please help.

can i please create the page? I am still blocked. I donated all the copyright images, i rewrote the article, i donated the pages, all citations are third party, there is nothing of opinion, all information is stated and cited. no copyright, no advertising. I'm simply lost on how a famous painter is disallowed from wikipedia, maybe i made a mistake but its been a week of rewriting, resubmitting, donating.. and still can't write page

Okay, there are several things happening at once, so let me step back and address them.

Firstly, I'm sorry about your dad - I know we all kind of assume we're going to outlive our parents, but when the time actually comes it can still be quite a painful shock and one of the most difficult things you have to face as an adult when you've got so many memories from as far back as you remember.

Secondly, I think you staying blocked is causing more disruption than it solves. I want to emphasise that a block is not personal; however, to unblock you I need a solid case that you could contribute productively to Wikipedia without treading on other people's toes. More of that in a minute.

Now, onto the difficult bit - one of the key policies in Wikipedia is you have to have a neutral point of view in articles, which means they need to be written in a dispassionate and factual tone. This is actually quite a difficult thing to do if you're not used to Wikipedia, and comes with practice. You can't start an article on Jerry F Albert with, "well-known Canadian artist Jerry F Albert has stunned the art world in Canada and abroad". It should be more akin to "Jerry F Albert was a Canadian artist and painter". In the words of Joe Friday, "Just the facts, mam". Now, in these circumstances, I would probably just sit down and write a short stub biography for you, that contains the basic facts and sources, and at least gets you the Wikipedia presence you think is deserved. However, I'm hampered by the fact I'm struggling to find any third-party coverage beyond this Quinte Arts Council page, and I need about 4-5 prominent pieces of independent national coverage before I can be in a position on how to write an article. It needs to be independent coverage by third parties so we can use it to write a neutral article, which unfortunately means things like this obituary are no good. News reports (such as official obituaries in the national press) are good, so are commercially published books with a nationwide distribution.

So I can't see an obvious way of writing a neutral and well-sourced encyclopedia article on this person, which means I haven't really got a good solid argument for an unblock (that will be considered reasonable to most admins) given that I don't think you're particularly interested in writing anything else. I don't like being in this situation; it would be much more encouraging for me to say "okay, I've written a basic draft, I can unblock, as you were", but I can't work with what I don't have.
