Theta Phi Alpha

For Theta Phi Alpha I removed the wikilinks in the section titles, I don't think the foundation and the house are likely to have enough information to be their own articles. Everything else is fine.

For the List of Theta Phi Alpha chapters, I added in the reference, the reference that you had originally is used when there is somewhere else in the article using the same reference, but since this is the first time that the 2016 news archives have been used, the full ref is needed. I also changed the date to the dts template.
