Sayyid Badr bin Hamad bin Hamood Albusaidi was born in 1960 in Muscat (Oman) and is the Secretary General of the Ministry of Foreign Affairs (Rank of Minister) in the Sultanate of Oman. Sayyid Badr has played a very important role in the shaping up of the formulation and the implementation of Omani foreign policy from the 1990s onwards.[1]

Early Life

Sayyid Badr was born in Muscat on the 30th of May 1960. He is the second son of Sayyid Hamad bid Hamood Al Busaidi who held the position of the Minister of Diwan (Court) affairs until 1986, that manages the relations between the palace and the government. From thereon he became Sultan Qaboos’s personal adviser until his death in the year 2002.


Sayyid Badr received his early education in the Saideyya schools and in Muscat and Salalah. Sayyid Badr left for the UK in the year 1977 to pursue his further education in the UK, where he spent his first couple of months in Wales with a private tutor. He relocated to London in the spring of 1978 where we worked with a team of tutors for three years. This enabled Sayyid Badr to gain the necessary grades in the British Secondary School Examinations to win a place at St. Catherine College, Oxford where he studied Politics, Philosophy and Economics.
