Standard usage is as follows:

If part of the address uses non-Latin characters, such as Cyrillic, use this syntax:
{{subst:User:Moonriddengirl/carticle|page=PAGE|url=PART OF ADDRESS BEFORE NON-LATIN CHARACTERS, INCLUDING "http://"|characters=NON-LATIN CHARACTERS}}
If there are more Latin characters after the non-Latin ones, it should be fine to include them with the non-standard characters under the "characters" part.
If, for some reason, it does not work correctly, use this syntax:

Note
[edit]Only use the "characters" parameter if you are actually typing out non-Latin characters such as Cyrillic (e.g. Д), Greek (Θ), Arabic (ﺏ), Chinese (貓), Japanese (子), etc.
If you are copy/pasting from your browser's address bar, just put the whole thing under the "url" parameter. The optional comment will work in any of the versions, not just the standard one. It is identical in function to the optional comment feature in the user warning templates at WP:UTM.
Also, this template must be subst:'ed, or it will not work properly.
