Administrative burdens

Pamela Herd and Donald Moynihan identify three categories of administrative burden:[1]

  1. Learning costs: Time and effort expended searching for information about public services, e.g. spending time to find out about available government programs, determining if one is eligible
  2. Compliance costs: Burdens people face complying with rules and requirements, e.g. fees, time spent waiting in line, completing forms, or providing documentation
  3. Psychological costs: Experiencing stress, loss of autonomy, or stigma that comes from accessing public services
