On Articles for creation, "Declined draft" and "Rejected draft" has a different meaning.
Declined drafts are open for resubmission after the problem has been fixed, or when the submitter feels that the problem has been fixed. Rejected drafts usually cannot be resubmitted again, as the topic is completely incompatible with Wikipedia or the topic isn't notable, and probably won't in the future (ex.Your elementary school, your child, etc...)
You may say, what's the harm in mixing those two up? Well, saying that your draft was rejected when it's not, will confuse volunteers at the help desk most of the time.
