SSHS legend

This edit added the {{Saffir-Simpson small}} template to the storm path image caption, and while I understand the sentiment behind it, I've reverted it for now pending some discussion. Visually, it seems a bit cumbersome and distracting, while not offering much worthwhile information (non-standard abbreviations, as well as the accessibility problems for the vision-impaired). More importantly, perhaps, most of the world's tropical cyclone basins don't officially use the Saffir-Simpson scale (thanks to Jason Rees for reminding me), and even though we do use an equivalent color code almost universally, having the SSHS legend in all storm articles probably implies things that aren't necessarily true. I think it's acceptable to be slightly imprecise in the caption and direct readers to click on the file pages, which have room enough for all the legends and disclaimers in the world. Adding in a key
