Suggestions
[edit]Here are a few quick suggestions on how to further improve this comprehensive article:
1. Lead section: How about starting with the resource challenges and then mention the institutional challenges?
2. In the section on WRM by sector, it may be useful to include links to the existing article Water supply and sanitation in Guatemala.
3. In the section on the legal and institutional framework, it may be useful to distinguish between categories of institutions with different functions. For example, regulatory institutions such as CONAGUA could be in a different category from Ministries. Research institutes are another category, as are service providers such as EMPAGUA. Also, I am not sure if PLAMAR actually is an institution, since according to its name it is an Action Plan.
4. Still on institutions, beyond the legal responsibility of institutions, it would be interesting to know what they actually do, and how much financial and human resources they have. For example, CONAGUA in Mexico is a powerful institution with substantial resources. How does CONAGUA in Guatemala compare to that?
5. The section of multi-lateral assistance so far is a mere enumeration of some donors and their projects. Are these the most important donors for water in Guatemala or are their others? How about bilateral assistance? Is is negligible? If not, what are the most important bilateral donors and what do they do? What about NGOs? And what is the overall importance of external assistance for the country? And are there any mechanisms for donor coordination?
6. Instead of using external links to the websites of external donors, it may make sense to use the internal links to Wikipedia articles on these same donors (e.g. WB, IDB, WWF).
7. It may be useful to provide a brief history of institutional development over the past two decades or so, highlighting in particular if the impact (if any) of the 2000 Water Law and the creation of CONAGUA.
