Overall: A good starting point. I think you're missing a lot of the content that would normally be found in a similar article. I'd add more detailed sections on the background of the conflict (what exactly was the conflict?), details of the commission's creation and mandate, the process by which it collected information, difficulties it met along the way, and any conclusions or recommendations that it put forward. It would also be useful to include reactions to the commission and its findings - you mentioned it was met with criticism but by who? You could add links to previously existing wikipedia articles to contextualize things as well. Finally, double check sentence structure throughout the article (for example: "A peace conference called the Inter-Congolese Dialogue was held Pretoria, South Africa in December 2002, hundreds of members from Congolese civil society.") Not the best-known TRC in the world, so it may not have as much material to draw on as others. I'll second the peer review comments. The article could certainly be fleshed out, eg was it an attempt to copy what worked in South Africa TRC case? Who were the commissioners supposed to represent? Any recommendations to speak of?
