Potsdam "Agreement" - conference record not treaty
[edit]I've indicated that the document known as the "Potsdam Agreement" was not a formally drafted treaty. The point is to save the reader being puzzled needlessly by the clash of tenses between the two quotes. (One of our quotes says the governments "agree" relevant principles; the one following it says they "agreed" on details. The clash strongly suggests a typo in the article text, and/or iffy handling of sources by our contributors .. in fact the clash is in the original document and is totally not our fault honest guv.)
