Rewrite needed

Though I am not a historian, I have long been a contributor to and editor of WP articles on Philippine history, especially in the 1896-1946 period. This article falls in that period, covering important parts of Philippine history between 1900 and 1916 (the infobox here says 1901-07; the infobox inn the Philippine Commission article says 1900-16. The Commission continued as the upper house of the Philippine Assembly until 1916). It is not clear from the article, but the Commission had several differing mandates during its existence. I would divide these as follows, noting in passing that William Howard Taft departed the Philippines and direct involvement with the Commission in 1904:

  • 1900-1901 Inaugurate and establish civil government in the Philippines during the period of insurrection under authority of presidential war powers.
  • 1901-1902 Exercise "all military, civil and judicial powers necessary to govern the Philippine islands" under authority of the Spooner amendment.[1]: 300 
  • 1902-1907 Continue to locally govern the Philippine islands under authority of the Philippine Organic Act (1902).
  • 1907-1916 Additionally, legislatively formulate a Philippine constitution in preparation for independence of the Philippines, as mandated by the Philippine Independence Act.

This article does not currently make that clear, and I think that it should do so. It seems to me that doing that will involve, mostly, rearrangement of the existing article content and will also probably impact the Philippine Commission article. What do other interested editors think about this? Barring objection, I plan to start work on this as I get time. Wtmitchell (talk) (earlier Boracay Bill) 22:17, 4 December 2024 (UTC)[reply]
