This may be Stephen B. Packard:
data from Ancestry.com (yes I know!) Stephen Bennett Packard Born: 25 Apr 1839 in Auburn, Androscroggin Co., Maine Died: 1922 Washington, DC Wife: Emma Francis Steele, born in Algiers, Orleans Parish, LA
Had a son also named Stephen Bennett Packard born: 1871 in New Orleans
Maybe someone has time and resources to verify.
