Is Saint Helena English non-rhotic?

A section of this article describes Saint Helena English as non-rhotic but later transcriptions include 'r's in places it wouldn't occur in a non-rhotic dialect e.g. /ber/ (beer), /ɪɹs/ (yes), 'prorjek' (project). Perhaps the dialect originated from a non-rhotic one but has re-developed the 'r' sound, albeit in different places to other rhotic dialects.
