History, unclear sentence about Paul Löbe

From the History section:

"When the Sopade could not reach an agreement with the remaining party executive committee in Berlin about acting with Paul Löbe against Hitler's peace resolution, which was interpreted as sanctioning the fascist foreign policy by the SPD, ..."

After the first comma is the word "which", but it's very difficult to figure out what this "which" is meant to refer to (unless you already knew, and therefore didn't need to be reading). Was Löbe himself seen as sanctioning the policy? Or was this problem blamed on the group's inability to reach an agreement? Or is it something else?

I suggest that the sentence be rewritten (whether slightly or more thoroughly) to make it easier to understand for someone who doesn't already know the topic. TooManyFingers (talk) 16:27, 8 December 2021 (UTC)[reply]
