[edit]Sanlu is alleged to be a State owned Enterprise where minority board members from Fonterra have little influence over the party machinery running its operations.
Sanlu was involved in the 2004 fake milk scandal, before Fonterra acquired its 43% stake. After initial blacklisting, Sanlu name was cleared quickly, after prompt high level activities by the leadership team, as well as responses to visiting head of AQSIQ, Zheng Xiaoyu , later executed for corruption over bribes.
The 2008 scandal at Sanlu was said to be concentrated the the lowest priced brands, where initial product recall efforts were attempted in stealth before media got report of it.
The CEO Tian has worked at Sanlu for many decades, and as a rep of the People Congress she was said to be very vocal in the promotion of food safety legislation.
CEO Tian at one point claimed Melamine was not forbidden as a milk additive.
