The reason why the term "Regional Rail" has is synonymous with "commuter rail" in the USA is the regional rail servcies in the sense used here (rail services between towns and cities, rather just connected major hubs like inter-city rail does). Commuter rail and regional rail are different things, hence why they should have seperate articles. The fact regional rail does not exsist in the USA is no reason not have an article about it.
