It's for the same reasons why there were a few years in which the Pulitzer Prize for Fiction or Pulitzer Prize for Drama was not awarded. Sometimes the jury's choice in that area is overruled by the overall Pulitzer Board, and when the jury opposes the choice of the Pultizer Board, it is like a hung jury -- coming to no decision -- no award is given. There generally needs to be some kind of a consensus, and although the jury has the ability to nominate, or recommend a winner, the Pultizer Board has the ultimate decision. This needs to be edited at the bottom of the article, and I cannot figure out how to do it. (I believe that it has been made deliverately difficult.)
"...persuaded the board to reverse its judgment becauase he deemed the novel offensive..." should read
"...persuaded the board to reverse its judgment becauase he deemed the novel to be offensive..." 98.67.102.118 (talk) 21:19, 28 January 2010 (UTC)[reply]

I disagree. "He deemed it offensive" seems perfectly grammatical to me. The example here, "deemed it wise to go slow", backs me up.--
