Headline-ese

Though the use of the term "NHL's <insert name here>" is seen in the headlines of referenced sources, it is really a contraction of "NHL's <title> <name>". This convenient contraction is used due to space concerns when writing headlines. Within the main text of this article, where space is not a problem, it is awkward to refer to someone using this shortened form (unless there were two people of the same name being distinguished, but this is not the case here). Therefore, I suggest avoiding using this phrase.

Generally speaking, since the main participants in this topic have all been introduced early on, I think any specific qualifiers can be omitted. One key exception could be when a person's stated position is on behalf of the organization he represents, and there is a specific desire to emphasize this. So for example, if Bill Daly is issuing a statement on behalf of the NHL, and within the context of the surrounding text, it is important to emphasize that the statement represents an official view of the NHL, then I believe calling him "NHL deputy commissioner Daly" is appropriate.
