I assume that "Badvel is the legistlative congress" meant that Badvel was the where legislative decisions are made. Hence "legislative center". If someone knows a better explination, please clarify as it didn't make much sense. Editfromwithout (talk) 20:33, 8 July 2012 (UTC)[reply]
