Now found it. Search for "Pregones" at the NEA's database of grants and you'll find that, in 2010–11, Pregones Touring Puerto Rican Theatre Collection, Inc. was given $70,000 "To support the Latino Masters component of its multidisciplinary presenting program. Puerto Rican artists Papo Vazquez, (trombonist/composer); Eva de la O (singer) and Magdalena Gomez, (performance poet) will perform and participate in residency activities." So, it was a grant that went to a touring company, which probably gave some of it to Vázquez in some way. The article's "is a National Endowment for the Arts NEA American Master Artist honoree" is highly misleading. I'll think about how to rewrite that, but welcome input from others.
