I don't understand how Harker could have become Brigadier. His short bio here or on MI5 website [1] say he was in the Indian Police up to being deputy commissioner, then joined MI5 on loan from the India Office. From a quick search at the gazette, I find that he was in 1915 Deputy Commissioner, Bombay City Police [2], Esq., Administrative Assistant, Foreign Office in 1937 when was made CBE [3], and was even made 2nd Lt in 1939 [4].
