City or Township

So, is the place a city who's name includes the word "township" or a township who's name includes the word "city." According to the source in the lead, it's the latter, but it could be better explained. (Editorial: It's also a crock, the city is just that, a city, that is to say, solidly urbanized development.)oknazevad (talk) 18:33, 1 May 2009 (UTC)[reply]
