why are there so few teams challenging the RWC?

Germany has a rugby team??? Seriously, weaker rugby nations are given the opportunity to take part if they qualify. For instance, Japan and Georgia are the two most recent qualifiers. There are two more slots for qualifiers which will be decided amongst the following: Repechage 1: Portugal/Uruguay/Morocco Repechage 2: Tonga/Korea

Where is the overall Rugby World Cup Record?
