Clarification
[edit]I have tried to wikify this article. However, someone who knows should claify what the "MHRD" and the "HRD" are.
The title and contents refer to a Bill. If the Bill has passed, both should refer to an Act. If it did not pass as expected last year the article is probably about a non-notable piece of "almost-legislation". Avalon 05:08, 12 January 2007 (UTC)
