Given Valters' role in the political movements that defined Latvia and his role during independence and continuing in his diplomatic role representing sovereign Latvia during the post-war Soviet occupation, it seemed time to translate the article in LV Wikipedia. Done, also included relevant content that was in the EN article before and included Schiemann reference.
