JaumeBG, two things. Firstly, the list is unreferenced; can you please add your source? Secondly, it's not correct to count those who headed the county council as mayors; they were chairpersons instead. To have a mayor, a place needs to be a borough, and the text says that the borough was constituted in 1898. See, for example, how the Mayor of Christchurch article deals with the chairmen.
