- Domingo Diaz Arosemena (1932)
- Jose Pezet (1941, apparently very short time during the coup, few minutes or hours)
- Ernesto Jaen Guardia (1941, few hours)
- Jose D. Bazan (10-14 April, 1962)
- Sergio Gonzalez Ruiz (11-17 June, 1962)
- Bernardino Gonzalez Ruiz (17-23 March, 1963)
- Max Delvalle (8-15 April, 1967)
- Bolivar Urrutia (13 October, 1968 - 19 December, 1969)
- Arturo Sucre Pereira (19 December, 1969 - 11 October, 1972)
- Gerardo Gonzalez (4-12 March, 1976)
