Criteria for inclusion

Hey folks. I was thinking that, to be listed in this article, a person had to have their own Wikipedia article, or have been a member of (or associated with) a band that has their own Wikipedia article. Are we enforcing that? I'm asking partly in general, and partly because a musician who does not meet those criteria was added recently by an IP editor, here.
