Multiple Issues Template Corrections

I've deleted the fluff, reworded a couple of paragraphs to comply with the multiple issues template. I also made some other minor changes, i.e. added internal links and deleted citation 21. I hope these changes will enable template removal. If there are still items of concern, if you could point those out, I'd appreciate it. I'm just a retired disabled Vet doing the best I can. Thank you!
