In my opinion, although Mohammad Rajab Wali does not have a Wikipedia article of his own, being that there are currently only 3 other notable individuals from Khanaqin, all Kurdish politicians, Mohammad Rajab Wali deserves to be included. He is a popular TikTok vlogger and internet meme personality. A subreddit (reddit.com/r/MOHAMMADRAjABWALI) dedicated to him has 2.6k followers. YouTube reuploads and edits of his videos have hundreds of thousands of views. He has been mentioned repeatedly on popular YouTuber h3h3Productions' podcast. He is certainly notable enough to be included here, without an article of his own. He also regularly mentions his being from Khanaqin. Ex: "This message is from Mohammad Khanaqin, full face of Kurdistan, for you, Joe Biden." He is also a Kurdish nationalist, supporter of the Patriotic Union of Kurdistan (PUK), a member of both the Society of the Political Prisoners of Kurdistan and Kurdistan Association of Ancient Organizations, was a soldier in Kurdistan who was wounded (Peshmerga), and trilingual. WP:LISTPEOPLE says that a person should be included in a list such as this only if the person meets Wikipedia's notability requirements. Normally that means that the person already has a Wikipedia article about them. Since Wali does not, he should not be added to this list. Frankly, the things you mention about him do not seem to suggest notability at all. A subredit with 2.6k followers is trivial, as is being mentioned by another Youtuber. Millions of people are wounded soldiers and millions of people are trilingual. He should be removed from this list until such time as a stand-alone article is written about him.
