In a university, everybody is professor. Moreover, every professor is a member of one or the other society particularly of his discipline. Nobody in his personal capacity in a government university can establish a centre or department! One may ask, what are the works of 'Israr Ahmad' on theoretical nuclear physics and or related to quantum scattering theory, as claimed in the article.
An article about a living person that does not indicate important or significant.
