Proper grammar for the book title would be:

The Handbook for the Girl Guides; or, How Girls Can Help to Build Up the Empire

  • In "Story of the Girl Guides" (referenced on article page) the title and authors are given like this:
THE HANDBOOK FOR THE GIRL GUIDES
or
How Girls can Help to Build Up the Empire
by
Agnes Baden-Powell
in conjunction with
Lieut.-Gen. Sir Robert Baden-Powell, K.C.B., etc

I've reproduced the caps and centring as given in the above book. The facsimile version of How Girls… is on sale at the Girlguiding UK website, but unfortunately the site doesn't show the title page, or even the front cover. I have an original copy of this book, I am unable to upload a picture of the cover, but the title is in a mixture of cases and fonts and spread across a number of lines. There is no punctuation, and the title is different on the title page.

The cover is like this:
How Girls (large grey text)
can Help (large grey text)
TO BUILD UP THE (smaller black text)
Empire (middle sized black text)
Then to the left in smaller black text:
THE
HANDBOOK
FOR
GIRL
GUIDES
The title page is like this:
THE HANDBOOK
FOR
GIRL GUIDES
OR
HOW GIRLS CAN HELP
BUILD THE EMPIRE
