I am working on cleaning this article up and either citing sources for the tons of unsourced material, or removing it. If anyone wants to re-insert the material I cut about Mayor Wallace Short, there is a good source at [1] to work from. There is still much work left to be done on this article. Since there's no evidence of ongoing discussion, I'm removing the tag for now.
