I have removed the notability as I himem.sys is very notable largely because it has to be in DOS's config.sys for several versions of Windows to loadable. It is the ONLY DOS device driver that you say this off, yet it is not exclusive for the use of Windows. I would say this makes it sufficiently notable to be included in Wikipedioa.
