Who runs the park?

We seem to have some contention here about who runs this park. Reading Wait and Zuckerman it seems clear to me that since the park began it has been run by a board of trustees who appoint a director. The director does the day to day administration while the trustees keep an eye on the director and provide long range guidance. Miami-Dade county is not involved.
