German bias

In June 2012, with a strong NO to Eurobonds german chancellor Angela Merkel made her position clear.

Joint EU-bonds

As of 2023, the Commission issues EU-bonds over the EU budget, with joint liability of all member states, yes (and has been issuing more limited covid-bonds since 2020?)?
