NACC failure

The article Partnership for Peace mentions "the failure of the North Atlantic Cooperation Council (NACC)". This failure is not evident or explained in this article. What happened to the NACC? What is the Partnership for Peace article talking about? I'd prefer answers to these questions in the form of edits to the article rather than discussion on this talk page.
