Who is Chapman Ave. in Orange County California named after?

This article states, "While some believe Chapman Avenue, a major Orange County thoroughfare, is also named in his honor, the street is actually named after the unrelated Alfred Chapman, co-founder of the city of Orange." While that is not in dispute, Charles Chapman was the first mayor (1904-1906) of Fullerton, California, a city located five miles north of Orange, California. The city of Fullerton also has a major thoroughfare running through it named "Chapman Avenue." Both streets run east and west and do not intersect each other.
