There are restrictions placed on how non-free images such as File:Bulgaria logo 2016.png can be used on Wikipedia because the type of licensing used. Non-free images are considered to be protected by copyright for Wikipedia purposes and, therefore, need to comply with WP:NFCC. For images, such as logos and photos, etc., this means that all 10 of the criteria in WP:NFCCP need to be satisfied and the image is not to be used in any of the ways listed in WP:NFC#UUI. The file does not have the separate, specific non-free use rationale it needs for this particular use per WP:NFCC#10c, and it cannot be used in the article without said rationale. Normally, simply adding the rationale would be sufficient, but in this case the image might not also be OK to use per No. 17 of WP:NFC#UUI.
