Level of analysis

Which is the proper ranking for "Bluewater Lake State Park" and "Bluewater Lake"? Should "Bluewater Lake" be discussed in the "Bluewater Lake State Park" article, or should "Bluewater Lake State Park" be discussed in the "Bluewater Lake" article? The lake is only partially inside the State Park. Access to the lake is also over private land adjacent to the lake, and Navajo Indian Reservation land. --Bejnar (talk) 18:52, 16 April 2009 (UTC)[reply]
